Faslane Peace Camp
Ever since the UK government announced in 1982 that it intended to purchase the American Trident Missile system there has been a permanent camp of protesters living only a few hundred metres from the main entrance to Faslane Base.  There presence isn't breaking any laws so they can't be moved, this has almost certainly been a source of some embarassment to the Royal Navy, which I dare say is a pretty good reason to stay there.
